MILLARD COUNTY, Utah, May 6, 2025 – With civil construction of the northern terminal site for the TransWest Express Transmission Project largely complete, the southern terminal site is in the spotlight for 2025.
BWJV civil construction and environmental compliance teams began working May 1 to prepare an approximately 100-acre site in Millard County, Utah, that will become the home of the TWE Project’s Utah Terminal. Preparation of the site – located near the Intermountain Power plant and transmission hub – is critical to the timely completion of the overall TWE Project. The HVDC terminal is being designed with selected technology partner Siemens Energy.
When complete, the 732-mile interregional TWE Project will provide important new bulk transmission capacity to benefit the entire West. In Millard County, Utah, the TWE Project will interconnect with the Intermountain Power Agency system. Other TWE Project interconnections are with the PacifiCorp system in Wyoming, the NV Energy system in Nevada, and the California Independent System Operator.
The high-voltage TWE Project also will uniquely connect three planning regions in the West: WestConnect, NorthernGrid and the California Independent System Operator. This critical new physical transmission capacity will provide region-wide grid benefits including greater resiliency, reliability and flexibility.
The 2025 TWE Project construction scope also includes civil work along the transmission line route in Juab and Wasatch counties, Utah; Moffat County, Colo.; and Carbon County, Wyo.
About two-thirds of the TWE Project is located on federal land, primarily land administered for multiple use by the Bureau of Land Management. TransWest holds the necessary right-of-way grants and notices to proceed from the federal agencies and began construction of this significant regional transmission system upgrade in 2023.
Whether TWE Project access roads are new or improved, workers assure all construction activity stays within authorized areas that are physically marked and electronically delineated in GIS systems.

In 2025, equipment operators in Utah are constructing TWE Project access roads, structure pads and the HVDC terminal site. All work is guided by multiple comprehensive plans that assure safety and resource protection, and which were reviewed and approved by various federal, state and local authorizing agencies.
